They say dreaming is not a sin. But sometimes a dream grows so lofty that even its owner no longer agrees to settle for less. This time, the story is about peace — a peace that bears the name Leo Tolstoy, yet casts the shadow of the Nobel Prize in the recipient’s heart.

A prize was given to Emomali Rahmon. No, don’t misunderstand — a peace prize. But not the kind awarded in Oslo. This is a peace prize handed out in Saint Petersburg, under the watchful eye of the Kremlin, with a dry, protocol smile.

Look at the photos. The face is stern, the gaze tired, the lips without a smile. This is not the face of someone celebrating the title “Founder of Peace and National Unity.” This is the face of a man who seems to be thinking:
“I served Russia for 34 years, I was loyal, I stayed silent — and in the end you put me in the same row as the newcomers?”

Yes, that is the real bitterness. The prize is collective. One line, together with Shavkat Mirziyoyev and Sadyr Japarov. One has been president only a few years, the other hasn’t even warmed his chair yet. But the prize is the same.
In the logic of our “vocational-school graduate of peace,” peace should be awarded based on seniority:
“After all, I’ve had this title since 2016.”

In another photo, the handshake with Vladimir Putin is purely symbolic. This prize looks more like a “loyalty award” than an independent global recognition. And perhaps that is why his expression is sour and displeased: because after this ceremony, hopes for the Nobel evaporate like stage smoke.
The Hague, perhaps, remains a more realistic hope.

Because the Nobel is not given by proclamation, not by title, and not for long service to a single power. The Nobel is given by history — if it is given at all.

And so, one reality remains:
The prize was received, the photos were published, but the dream remained just that — a dream.

“Qoqo-Qoq” Against Beards, with a Tolstoy Medal

And finally, one last joke — to make this peace fully “bearded.”

Rahmon dislikes beards. He dislikes bearded men. Beards are shaved off qoqo-qoq, as if state security depended on hair follicles.

But look at this irony: he receives a prize bearing the name of one of the most bearded men in history — Leo Tolstoy.

Isn’t this a contradiction?
You ban the beard,
yet you accept a bearded prize with both hands.

It turns out that for Rahmon, a beard is not dangerous if it is:
– dead,
– Russian,
– and hanging as a medal.

Apparently, this is the only beard that is not considered “extremist,” but honorary.

On September 24, 2025, Emomali Rahmon addressed the UN General Assembly in New York, proposing that the coming year be declared the “International Year of Legal Awareness.”

This declaration sounds surreal, as inside Tajikistan:

hundreds of citizens are imprisoned for demanding their rights,

dozens of lawyers have been jailed simply for defending their clients,

and ordinary people live without basic access to electricity and gas.

The Grim Reality: Rights Behind Bars in Tajikistan

Political prisoners: Hundreds have been sentenced on trumped-up charges, including activists from GBAO and Gharm.

Lawyers: Prominent attorneys like Buzurgmehr Yorov and Shukhrat Kudratov received long prison terms merely for defending their clients.

Journalists and bloggers: Daler Imomali, Abdullo Gurbati, and Ulfatkhanum Mamadshoeva were jailed for their criticism of the government.

Security Memorandums – A Trap for Opponents

Every international agreement signed by Rahmon comes with a hidden clause:

“If my opponent enters your country, arrest and extradite him.”

Through such security memorandums, dozens of political activists have been detained and extradited from Russia, Turkey, and Belarus.

Interpol — Flooded with Tajiks

According to independent reports, Tajik citizens are among the most listed on Interpol’s Red Notices for politically motivated charges. This shows that Dushanbe uses Interpol not to fight crime but to persecute dissent.

Migrants in Russia — Abandoned and Unprotected

Tajik migrants in Russia face daily humiliation, arrests, and violence.

In 2023 alone, more than 100 suspicious deaths of Tajiks were reported in Russian detention centers and prisons.

The Tajik government and its embassies remain silent, offering no protection.

Laws for Whom?

In Tajikistan, laws apply only to ordinary people. The ruling family is above justice:

Murders, rapes, and corruption committed by Rahmon’s relatives go unpunished.

National assets and businesses are registered under the names of his children and close kin.

Electricity Rationing, Rights Rationing

While Rahmon speaks of “legal awareness” at the UN, citizens in Tajikistan live under electricity rationing — in many regions, power is available for only a few hours a day.

Is this what Rahmon calls “legal awareness”?

The Core Question: Which Rights?

When Rahmon calls for a “Year of Legal Awareness,” the questions arise:

Which rights?

The rights that land citizens in jail?

The rights that criminalize lawyers?

The rights that exempt his family from accountability?

This UN proposal is nothing more than a political farce and a brazen lie.

Appendix: Facts and Quotes from International Sources

Human Rights Watch (2025): The Tajik government suppresses free expression, imprisons opposition and journalists, and abuses Interpol to pursue dissidents abroad.

Amnesty International: Persecution of lawyers and activists continues; rights to assembly and free speech are severely restricted; politically motivated trials are common.

US Human Rights Report (2023–2024): Credible reports of torture, inhumane treatment of detainees, and deprivation of basic rights.

FIDH: Tajik migrants in Russia remain unprotected; dozens of suspicious deaths have been recorded.

Gorno-Badakhshan (2022): Peaceful protests were brutally suppressed; hundreds were sentenced to long prison terms.

Personal cases: Lawyers like Buzurgmehr Yorov and Shukhrat Kudratov sentenced to long terms; bloggers like Daler Imomali and Abdullo Gurbati imprisoned for criticism.

Interpol Abuse Report: Tajik citizens are disproportionately represented on Interpol’s Red Notices for politically motivated charges.

Open Letter to

The Honorable Donald J. Trump

President of the United States of America

Your Excellency, Mr. President,

On behalf of the Movement for Reforms and Development of Tajikistan, the Youth for the Revival of Tajikistan organization, and the Movement of Tajik Reformists, we express our profound gratitude for your decisive stance and your contribution to the release of political prisoners in Belarus. This became a vivid demonstration of the United States’ global leadership in defending freedom and human dignity.

Ahead of your meeting on November 6 with the President of Tajikistan and the leaders of the Central Asian states, we respectfully appeal to you to:

• raise the issue of systemic political repression in Tajikistan;

• call for the immediate release of Tajik political prisoners;

• support the launch of an international dialogue aimed at a peaceful and inclusive political process in the country.

Tajikistan is experiencing a profound political and humanitarian crisis. Over three decades of authoritarian rule, the republic has been transformed into a space defined by absolute state control, fear, and persecution.

Thousands of citizens have faced political repression; hundreds have been subjected to torture and enforced disappearance. More than 8,500 political prisoners — including journalists, lawyers, human rights defenders, religious leaders, civic activists, and members of democratic opposition movements — remain incarcerated. Among them are women, elderly individuals, and family members of opposition figures, punished solely for their familial ties.

Deaths in custody, systematic torture, denial of medical care, and degrading treatment have become routine. The elimination of political competition and the destruction of civil society fuel radicalization, posing a direct threat to regional security, including the interests of the United States and its allies.

Ignoring this crisis risks destabilizing Central Asia, strengthening violent extremism, and forfeiting strategic influence in a region where authoritarian powers are already actively competing.

Mr. President,

Your voice and leadership have the power to save thousands of lives and to support the people of Tajikistan in their pursuit of freedom and justice. We sincerely hope that during the upcoming meeting you will urge Emomali Rahmon to release political prisoners and initiate a dialogue grounded in international law and respect for human rights.

With deepest respect,

To our fellow citizens and the international community,

We, a group of committed and conscientious citizens of the Republic of Tajikistan, guided by a profound sense of civic responsibility and patriotic duty, hereby officially declare the establishment of a new political force — the Movement of the Reformists of Tajikistan. This movement arises as a reform-oriented and freedom-committed initiative in response to the longstanding political and socio-economic crisis facing our country.

For over a decade, many of our members have lived in exile, forced abroad by political repression and persecution. Despite the physical distance, our connection to Tajikistan has never weakened — neither our love for our homeland nor our determination to uphold our values and responsibilities. Today, we unite from across the globe with one shared goal: to accelerate our return and to liberate our people from the grip of a family-based authoritarian regime that has dominated Tajikistan for over thirty years.

We call upon all conscious, freedom-loving citizens of Tajikistan — within the country and throughout the diaspora — to stand with us, to join this movement, and to participate in this vital, historic struggle.

Why We Enter the Political Arena

We have previously expressed, through various platforms, our intent to establish such a movement. Our objective is clear and urgent: to save the people and the state of Tajikistan from the depths of dynastic authoritarianism.

The overwhelming encouragement we have received — your letters, messages, and calls — have reaffirmed our resolve and made it evident that the time for decisive action has arrived.

We therefore declare that our struggle will continue until its rightful conclusion: the dismantling of the dictatorial regime and the restoration of power to the people.

The current regime has turned the state into a private, family-controlled enterprise. With each passing day, it deepens poverty, expands corruption, drives mass emigration, and fosters systemic injustice and inequality. In light of this reality, resistance is not merely a choice — it is a national necessity.

Our Commitment to Unity

We are fully prepared to cooperate with all opposition forces that share the goal of ending dictatorship and restoring dignity to our nation. Any political force that opposes tyranny is our ally and strategic partner.

We stand in solidarity with all opposition leaders and figures, and we welcome every advocate for justice into our ranks. No genuine opponent of the current regime is, or can be, our adversary — for we are united by one homeland, one nation, and one cause.

Our Vision

We envision a new Tajikistan:
• A nation where freedom is a fundamental right.
• A nation where the people are the ultimate source of power.
• A nation governed by elected representatives accountable to the people.

We demand liberty, justice, transparency, and equality in every aspect of public life.

Our goal is comprehensive reform — authentic and far-reaching transformation. We are committed to pursuing it through all available political, legal, and civil means of resistance.

International Structure and Representation

The official announcement of this movement was postponed to allow time for the formation and coordination of international chapters. Just days ago, at a general assembly of founders, committee members, and representatives, the groundwork for global coordination was laid.

We are pleased to announce that as of today, the Movement of the Reformists of Tajikistan is officially represented in the following countries:
France, Germany, Italy, Spain, the United Kingdom, Poland, Latvia, Turkey, the United States, Canada, Mexico, and New Zealand.

In the near future, we will expand to other nations where Tajik citizens reside.

At this joint meeting, Muhammad Iqbol Sadriddin was unanimously elected as the Leader of the “Reformists of Tajikistan” Movement.

Our Message to the People

We pledge to operate with full transparency. We will not engage in covert or clandestine activities. Our sole source of strength is — and will remain — the people of Tajikistan, both within the country and abroad.

This is a national movement against a private regime. And in this struggle, the victory of the people is inevitable.

We call on you to unite with us. Support us. Keep us in your thoughts and prayers. And may the Almighty guide us on this just and noble path.

“We will build Tajikistan through the pen, the voice, and reform!”
“Write, speak, rise — reform begins with you!”
“Corruption is the enemy of the nation. Reform is the salvation of the nation!”

REFORM — CHANGE — PROGRESS

Long live freedom!
Long live Tajikistan!

With respect and sincerity,
The Founders, Organizing Committee, and Representatives
Movement of the Reformists of Tajikistan
August 7. 2025
